Government-compliant CMS modernization for a provincial public health authority

A provincial public health authority — Public Sector · 2021

A provincial public health authority's ageing on-premises CMS was modernized to a Sitecore XP platform on Azure — government compliance, WCAG 2.1 AA, ADFS single sign-on, and Coveo search, adopted organization-wide.

    Key Outcome

Government-compliant Sitecore XP platform modernized on Azure; WCAG 2.1 AA; adopted organization-wide

    The Work

    The Challenge

A provincial public health authority ran its web presence on ageing CMS infrastructure that could not meet evolving government accessibility mandates or support the volume and complexity of public-health content at scale. The platform needed to meet provincial government compliance standards, WCAG 2.1 AA accessibility, and government identity-integration obligations — while maintaining the reliability a public-health information source demands.

The environment was demanding: government procurement, multiple internal stakeholders, strict data-residency and security standards, and a non-negotiable accessibility obligation.

    The Approach

The programme modernized an ageing on-premises CMS to a current Sitecore XP platform hosted on Azure, meeting provincial data-residency and security requirements. Single sign-on was implemented with ADFS for secure, compliant government identity integration, search was delivered with Coveo, and ClickDimensions supported marketing automation. Content migration preserved the existing content estate, WCAG 2.1 AA standards were established across the component library, high-severity issues were resolved, and the wider team was guided on Sitecore best practices.

    The Outcome

The platform was adopted organization-wide as the authority's primary vehicle for public-health information delivery, with all government compliance requirements met on schedule. The work established reusable components and governance patterns that reduced the cost of subsequent content and feature delivery — a pattern applicable to any public-sector DXP programme.
